Article ID: 972109 - Last Review: June 25, 2009 - Revision: 1.1 The shutdown process does not finish, and you receive an error message on a computer that is running Windows Vista or Windows Server 2008: "Stop 0x0000009F" Consider the following scenario:
- You have a computer that is running Windows Vista or
Windows Server 2008.
- A universal serial bus (USB) device is connected to the
computer.
- You put the computer to sleep or into hibernation while a
client application or driver is communicating with the USB device.
- You resume the computer and then try to shut down the
computer.
In this scenario, the system seems to be shutting down, but the
shutdown process does not finish. The power LED does not go out even though the
signal to the screen is already turned off and even though there is very little
or no disk activity. Eventually, you receive the following Stop error
message: Stop 0x0000009F (00000003,
parameter2, parameter3,
parameter4) DRIVER_POWER_STATE_FAILURE Note The parameters in this Stop error message may vary, depending on
the actual configuration. This problem occurs because the system does not clear
outstanding transfers before it closes the endpoints on a USB device. This
behavior may cause a power I/O request packet (IRP) to be blocked for a long
time, and eventually the system may present a Stop error. Hotfix informationImportant Windows Vista and Windows Server 2008 hotfixes are
included in the same packages. However, only one of these products may be
listed on the “Hotfix Request†page. To request the hotfix package that applies
to both Windows Vista and Windows Server 2008, just select the product that is
listed on the page. A supported hotfix is
available from Microsoft. However, this hotfix is intended to correct only the
problem that is described in this article. Apply this hotfix only to systems
that are experiencing the problem described in this article. This hotfix might
receive additional testing. Therefore, if you are not severely affected by this
problem, we recommend that you wait for the next software update that contains
this hotfix. If the hotfix is available for download, there is a
"Hotfix download available" section at the top of this Knowledge Base article.
If this section does not appear, contact Microsoft Customer Service and Support
to obtain the hotfix. Note If additional issues occur or if any troubleshooting is required,
you might have to create a separate service request. The usual support costs

- Service Pack 1 is integrated into the original release of
Windows Server 2008.
- The MANIFEST files (.manifest) and the MUM files (.mum)
that are installed for each environment are
listed separately. MUM and
MANIFEST files, and the associated security catalog (.cat) files, are critical
to maintaining the state of the updated component. The security catalog files
(attributes not listed) are signed with a Microsoft digital
signature.
The dates and times for these files are listed in Coordinated
Universal Time (UTC). When you view the file information, it is converted to
local time. To find the difference between UTC and local time, use the
Time Zone tab in the Date and Time item in
