This hotfix fixes the following issue that was not previously documented in a Microsoft Knowledge Base article:

You change the ownership of a project plan from the project manager who created the plan to a different project manager. When you do this, the original project manager can still access and change the plan. It is as if the original project manager is still the owner of the plan.
