Error message when you try to create an Application Center 2000 cluster: "0xc0140009 a site is bound to an IP address that is not valid"

SYMPTOMS

When you try to create a Microsoft Application Center 2000 cluster, you receive the following error message:
0xc0140009 a site is bound to an IP address that is not valid
If you run a Dbmon trace, the trace shows the following:
1408: 1280, cluscmmn, mbfunc.cpp, (1085), Binding 165.245.247.77:80: isn't legal !
1408: 1280, cluscmmn, clusterize.cpp, (4456), AreSitesBoundToLegalIPs failed : 0xc0140009
Additionally, you receive an error message that resembles the following in the Application log:
Event Type: Warning
Event Source: W3SVC
Event Category: None
Event ID: 1052
Date: <Date>
Time: <Time>
User: N/A
Computer: <ComputerName>
Description:
The application '/' belongs to an invalid site '<WebSiteKeyNumber>'. Therefore, the application will be ignored.

CAUSE

This problem occurs because the SecureBindings and ServerBindings values are missing from an orphaned site in the metabase. You can view the Web site in Metabase Explorer, but not in the Internet Information Services (IIS) Manager.

RESOLUTION

To resolve this problem, delete the Web site by using Metabase Explorer or by using the Mdutil.exe utility. To use Metabase Explorer, follow these steps:
  1. Click Start, point to All Programs, point to IIS Resources, point to Metabase Explorer, and then click Metabase Explorer.
  2. Expand ComputerName (local), expand LM, expand W3SVC, right-click WebSiteKeyNumber, and then click Delete.
To use the Mdutil.exe utility, follow these steps:
  1. Click Start, click Run, type cmd, and then click OK.
  2. Type Path\mdutil.exe DELETE /w3svc/WebSiteKeyNumber, and then press ENTER.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
