SYMPTOMS

In Microsoft Application Center 2000, the application pool that your Web site is running under shows a status of disabled. Additionally, you see error messages that resemble the following in the Application log.

Description:
The HTTP Filter DLL C:\Program Files\Microsoft Application Center\RfFilExt.dll failed to load. The data is the error.

Description:
Could not load all ISAPI filters for site/service. Therefore startup aborted.

CAUSE

This problem occurs because the request forwarding filter does not load successfully.

RESOLUTION

To resolve this problem, remove the request forwarding filter if you are not using it. For more information about how to remove the request forwarder ISAPI, click the following article number to view the article in the Microsoft Knowledge Base:

Additionally, verify the permissions on the Application Center 2000 folder, and make sure that the permissions match other servers in the cluster.
