Error message when you try to install a ClickOnce application whose name contains Unicode characters or DBCS characters: "Application download did not succeed"

SYMPTOMS

When you try to install a ClickOnce application whose name contains Unicode characters or DBCS characters, the Setup.exe file cannot download the ClickOnce application manifests. Additionally, you receive the following error message:
Application download did not succeed. Check your network connection, or contact your system administrator or network service provider.

CAUSE

This issue occurs because the Setup.exe file does not support Unicode characters or DBCS characters in the application name or in other fields.

RESOLUTION

To resolve this issue, rename the application name so that the name contains only ASCII characters.
