Issue that this hotfix package fixes

This hotfix fixes the following issue that is not previously documented in a Microsoft Knowledge Base article:
When you try to run a quiet mode installation of the French version of Access Snapshot Viewer, the Setup program ignores the /q switch. Instead, the Setup program prompts you for information for the installation.
