RESOLUTION

To resolve this problem, install Windows Installer 3.1, and then install the service pack. To download and install Windows Installer 3.1, visit the following Microsoft Download Web site:
http://www.microsoft.com/downloads/details.aspx?FamilyID=889482fc-5f56-4a38-b838-de776fd4138c (http://www.microsoft.com/downloads/details.aspx?FamilyID=889482fc-5f56-4a38-b838-de776fd4138c)

MORE INFORMATION

To determine the cause of the problem, review the contents of the installation log file. By default, this file is not created. To create the installation log file, follow these steps:
  1. Click Start, click Run, type the path and the file name of the service pack followed by /log, and then click OK.

    For example, type the following:
    path\file name /log:%temp%\Office2007SP1SetupLog.txt
    Notes
    • The path placeholder is the full path of the service pack file. The file name placeholder is the name of the service pack file.
    • Several text files are saved to the Temp folder. For 2007 Microsoft Office Suite Service Pack 1 (SP1), the relevant log file is saved as MAINWWsp1.log.
  2. Use a text editor to open the log file. For example, open the log file in Notepad.

The log file will contain text that resembles the following:
MSI (s) (78:B0) [17:10:36:423]: Attempting to delete file C:\WINDOWS\Installer\7b026.msp MSI (s) (78:B0) [17:10:36:443]: MainEngineThread is returning 1636 This patch package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer patch package. C:\DOCUME~1\user name\LOCALS~1\Temp\file name.tmp\msp file name
