Error message after you install security update 931212 (MS07-040) in Windows 2000 with Service Pack 4: "Error 127: the specified procedure could not be found"
SYMPTOMS
After you install security update 931212, Microsoft NET Framework 2.0-based applications return the following error message when you browse a Web site that is running Internet Information Services (IIS) 5.0 in Microsoft Windows 2000 with Service Pack 4 (SP4):
Error 127: the specified procedure could not be found
Security update 931212 is described in security bulletin MS07-040.
CAUSE
After Windows 2000 SP4 was released, additional hotfixes were created for Windows 2000. One of those hotfixes included a change to the heap management APIs on which the .NET Framework 2.0 depends. If a Windows 2000 SP4-based computer has not been updated with Update Rollup 1 for Windows 2000 SP4, the updated heap management API will not be available on the computer. Therefore, the .NET Framework 2.0 returns the error.
RESOLUTION
Install Update Rollup 1 for Windows 2000 SP4.
