Error message after you install the Windows Small Business Server 2003 Transition Pack: "This copy of Windows must be activated with Microsoft before you can continue"

SYMPTOMS

On a computer that is running Microsoft Windows Small Business Server 2003, you run the Setup program to install the Microsoft Windows Small Business Server 2003 Transition Pack. After the Setup process is complete, you restart the computer as Setup requires. However, you receive the following message when you try to log on to the computer:
Windows Product Activation

This copy of Windows must be activated with Microsoft before you can continue. You cannot log on until you activate Windows. Do you want to activate Windows now?

To shut down the computer, click Cancel.
If you click Yes, the Windows Product Activation Wizard does not start. You are not prompted to activate Windows. Instead, the Welcome to Windows logon dialog box reappears. You are prompted to log on to the computer again. When you try to log on to the computer again, you receive the error message. The cycle repeats indefinitely.

I had this problem on a clean install of Windows XP Professional SP2 because I was using the wrong Windows installation CD. I have 2 CDs purchased about a year apart and they are different versions, although both were XP Pro. The installation program took the key fine, but would not login or activate. It looks to Windows like a pirated key. Not even the phone activation worked. It kept me in the 'activation loop' as described in this article.
