Error message when you try to use SoftGrid Client Management to start an application or to refresh a Desktop Configuration Server: "Error code: xxxxxx-xxxxxx0A-0000800C"

SYMPTOMS
When you try to use SoftGrid Client Management to start an application or to refresh a Desktop Configuration Server, you receive the followng error message:
The SoftGrid Client could not launch {application_name}.
The SoftGrid Client could not load {application_name}.
The SoftGrid Client failed to download MIME information from {server_name}.
A network operation did not complete in time. Please check your network connection and try again. If the problem persists, please report the following error code to your System Administrator.
Error code: xxxxxx-xxxxxx0A-0000800C
Additionally, the following message is logged in the SoftGrid Client log file (Sftlog.txt):
No information is available at this time.
Moreover, the following message is logged in the SoftGrid Virtual Application Server log file (Sft-server.log):
No information is logged to sft-server.log for this error code.
CAUSE
This problem occurs when you are starting an application
In this scenario, the problem may occur if the SoftGrid Virtual Application Server’s database server is unavailable and Minimal Disconnected Operation has expired or is disabled.
This problem occurs when you are refreshing a Desktop Configuration Server
In this scenario, the problem may occur if the SoftGrid Virtual Application Server’s database server is unavailable.
Note Examples of the SoftGrid Virtual Application Server’s database server are Microsoft SQL Server and the Microsoft Data Engine (MSDE).
