Steps to reproduce the problem

1. Open Visual Basic 6.0.
2. On the File menu, click New Project.
3. Click ActiveX Control, and then click OK.
4. In Project Explorer, right-click Project1, click Add, click Form, and then click Open.
5. Add a new CommandButton object that is named Command1 to the UserControl1 user control.
6. In Project Explorer, right-click UserControl1, and then click View Code.
7. In the UserControl1 code window, add the following code:

   Private Sub Command1_Click()
   	Form1.Show vbModal, Me
   End Sub

8. Save the new project.
9. On the File menu, click Make <ProjectName>.ocx.
10. In the File name box, type Project1.ocx, locate the folder where you saved your project, and then click OK.
11. Close Visual Basic 6.0.
12. Open the Package and Deployment Wizard.
13. Locate the project that you saved in step 9, and then click Package.
14. In the Package type list, click Internet Package, and then click Next.
15. Select a directory where the package can be created, and then click Next.
16. In the Package and Deployment Wizard dialog box that appears, click Yes.
17. In the Package and Deployment Wizard – Included Files dialog box, click Next.
18. In the Package and Deployment Wizard – File Source dialog box, click Next.
19. In the Package and Deployment Wizard – Safety Settings dialog box, click Next.
20. In the Package and Deployment Wizard – Finished! dialog box, click Finish.
21. In the <ProjectName>.vbp – Packaging Report dialog box, click Close.
22. Locate the directory where you created the package.
23. In Internet Explorer 7, open Project1.htm.
24. Click the Command1 button. Notice that you can still interact with Internet Explorer.
