Installation of .NET Framework service packs is not completed if you first install security update MS05-004
SYMPTOMS
When you install Microsoft .NET Framework service packs on computers that have the .NET Framework 1.0 or the .NET Framework 1.1 installed, you receive one of the following error messages:
Microsoft .NET Framework 1.0 Service Pack 3 (KB867461) cannot be installed because you have one or more hot fixes installed. Remove them and try again
Microsoft .NET Framework 1.1 Service Pack 1 (KB867460) cannot be installed because you have one or more hot fixes installed. Remove them and try again
The installation is not completed.
CAUSE
This behavior occurs if you install security update MS05-004 before you try to install the .NET Framework service pack. Security update MS05-004 was released after the service pack but was applied to the computer before the related service pack.

RESOLUTION
Important These steps may increase your security risk. These steps may also make your computer or your network more vulnerable to attack by malicious users or by malicious software such as viruses. We recommend the process that this article describes to enable programs to operate as they are designed to, or to implement specific program capabilities. Before you make these changes, we recommend that you evaluate the risks that are associated with implementing this process in your particular environment. If you choose to implement this process, take any appropriate additional steps to help protect your system. We recommend that you use this process only if you really require this process.
To resolve this behavior, you must remove the security update, install the .NET Framework service pack, and then reinstall all recommended security updates.
To remove the .NET Framework security update, follow these steps:
- In Control Panel, open Add/Remove Programs.
- By default, the Change or Remove Programs pane appears. This pane displays a list of installed programs. If the Show Updates check box appears, make sure that it is selected.
- In the Currently installed programs and updates list, click to select Microsoft .NET Framework Hotfix 1.0 (KB886906) or Microsoft .NET Framework Hotfix 1.1 (KB886904), and then click Remove.
- Click Next. A message box appears that prompts you to confirm removal of the hotfix.
- Click OK.
After you remove the security update, install the .NET Framework service pack. After you install the .NET Framework service pack, install any required security updates.
Important You must install the recommended security updates after you install the service pack to reestablish the correct security level.
