When you try to run an application that uses the System.Xml.dll file in the Microsoft .NET Framework 1.1 Service Pack 1 (SP1), the application may experience security permission related errors. When this problem occurs, you may receive an error message that is similar to the following:
System.Configuration.ConfigurationException: Error loading XML file c:\winnt\microsoft.net\framework\v1.1.4322\Config\machine.config Request for the permission of type System.Security.Permissions.SecurityPermission, mscorlib, Version=1.0.5000.0, Culture=neutral, PublicKeyToken=b77a5c561934e089 failed. (c:\winnt\microsoft.net\framework\v1.1.4322\Config\machine.config)
However, if you turn off code access security by using the Code Access Security Policy tool (Caspol.exe), this problem does not occur.

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing.
