In Microsoft Application Center 2000, you experience poor performance when you perform automatic synchronization of content that is uploaded from a File Transfer Protocol (FTP) server.
Note You discover this problem when you enable tracing, and the output reveals that the same files are being synchronized many times.
FTP writes data in chunks and then immediately closes the file handle by design. This behavior may lead the content synchronization service to believe a new file has been completely uploaded. Therefore, the content synchronization service replicates the content on every write. This can cause several replications of the same file when the file is uploaded.
The content synchronization service does test for duplicate files. However, the content synchronization service does not hold on to records long enough to detect duplicate files when you use a slow upload process such as FTP.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
This hotfix adds a configurable replication governor to the content synchronization service. This configurable replication governor lets you determine how long a potential duplicate file is held in the duplicate list so that the content synchronization service can detect duplicate files and prevent unnecessary replications. You can delay processing a duplicate file by changing the following metabase key:
Path: /webreplication/local/ReplicationResourceTypes/fs
Value: FileChangeDelta
Type: DWORD
Range: from 0 to 2147483647
Description: Set to the number of milliseconds (1/1000 second = 0.001 second) to delay processing a duplicate file change.
To change this value, use the Mdutil.exe file that is included in this hotfix. To run the Mdutil.exe file, follow these steps:
- Click Start, click Run, type cmd, and then click OK.
- Type a command that is similar to the following command at the command prompt. For example, type the following command at the command prompt to change the FileChangeDelta value to 5 seconds:
mdutil SET /webreplication/local/ReplicationResourceTypes/fs/FileChangeDelta 5000
Note The FileChangeDelta value can be any value from 0 milliseconds to 2,147,483,647 milliseconds.
