You receive the "An error has occurred while collecting data for Administrative Templates" error message when you apply the Microsoft Project 2002 system policy template (Proj10.adm) to a Windows Server 2003 domain
SYMPTOMS
When you apply the Microsoft Project 2002 system policy
template (Proj10.adm) to users in a Microsoft Windows Server 2003 domain after
you add the system policy template to Administrative Templates in the Group
Policy Object Editor snap-in, you may receive the following error message:
An error has occurred while collecting data for
Administrative Templates.
The following errors were encountered:
The .adm file Path is not in a valid format and
must be replaced. Details: A string is expected in line 16
Although
you receive the error message, the settings that you defined in the Project
2002 policy are applied to users in the Windows Server 2003
domain.
CAUSE
This problem occurs because of an issue with the format of
certain values in the policy template.
RESOLUTION
To resolve this problem, download and install the Proj10.adm
template file that has a
Created date of April 26, 2004 or
later. The Proj10.adm template file is included in Microsoft Project 2002:
System Policy Editor and Templates download
(P10syspl.exe).

Policy Editor from the Microsoft Office XP Resource Kit or with the Group
Policy snap-in to configure the Project 2002 options that you want available to
your users. You can create system policies and distribute the settings from a
central administrative installation point
