When you deploy content and you do not replicate file and
folder permissions, the NTFS file system permissions on the target may be
changed to the following: both the Administrators group and the System account
have both read and execute permissions.
When new content is deployed to a target and the content has
both file and folder permissions disabled, Microsoft Application Center 2000
tries to apply permissions from the parent folder. A particular race condition
dictates that if the parent folder is new, the permissions cannot be discovered
to apply to the new content. When this race condition occurs, default
permissions are applied to the new content. The default permissions permit both
the local Administrators group and the System account to have both read and
execute permissions. After these permissions are set, the content is moved to
the new folder.
The Application Center Synchronization Service file system
replication driver was modified to create the parent folder before the parent
folder permissions are checked for new file content.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the
Time Zone tab in the Date and Time tool in Control Panel.

has confirmed that this is a problem in the Microsoft products that are listed
in the "Applies to" section.
If you replicate permissions and if you are using local users and groups, they will be overwritten on the member servers by using unresolved SIDs.
