PRB: SOAP Toolkit 3.0 May Not Install on Windows 2000 Service Pack 4 (SP4)
SYMPTOMS
The SOAP Toolkit 3.0 SDK or the SOAP Toolkit 3.0 redistributable
installation may fail in Microsoft Windows 2000 Service Pack 4 (SP4) with entries in the Application
event log like the ones listed below:

There is a problem with this Windows Installer package. A program run
as part of the setup did not finish as expected. Contact your support personnel
or package vendor. Action QFE_2K.6AB4B1E3_9BF2_4A9B_BC64_CE23E2B44659,
location: C:\WINNT\Installer\MSI9.tmp, command: -q -z
CAUSE
Microsoft Windows HTTP Services (WinHTTP) version 5.1 (QFE_2K.6AB4B1E3_9BF2_4A9B_BC64_CE23E2B44659)
is included in the SOAP Toolkit 3.0 (SDK/Redistributable) but is not intended to be
installed on Windows 2000 SP3 or later. WinHttp DLL version 5.1 is
part of Windows 2000 beginning with SP 3, and only a system installation
can modify this file. Any non-system installation that tries to install this
file fails.
RESOLUTION
To resolve this issue, download the latest SOAP
Toolkit 3.0 SDK or the SOAP
Toolkit 3.0 redistributable from the following
Web sites:
