You receive a "The download of the specified resource has failed. (0x800C0008)" error message in Application Center

SYMPTOMS

After you open the Application Center Microsoft Management Console (MMC), some or all of the following symptoms may occur:
  • If you open anything in the MMC, a connection dialog box prompts you for credentials. Only the credentials of an Administrator can display the MMC view that you want.
  • Navigation through the Application Center 2000 MMC is very slow.
  • When you select the Members view in the left pane, you receive the following messages:
    Could not load the status list. The download of the specified resource has failed. (0x800C0008)
    Could not load the synchronizations list. The download of the specified resource has failed. (0x800C0008)
  • When you try to add Performance Counters to the cluster or to the members, you receive the following message:
    Could not load the counter list. The download of the specified resource has failed. (0x800C0008)
  • When you try to add Performance Counters to the cluster or to the members, and then you add a counter to the counter list, its data does not appear in the graph.
  • When you select a member in the left pane, you receive the following message:
    Could not load the deployment list
  • When you try to open the Applications node, it is slow to open, and you receive the following message:
    Could not load the applications. The download of the specified resource has failed. (0x800C0008)
  • When you try to open the Events view, it is slow to open. The Windows event log shows the following event:

    Event ID: 10010
    Source: DCOM
    User: NT AUTHORITY\SYSTEM
    Description: The server {GUID} did not register with DCOM within the required timeout.

  • When you try to open the Synchronizations view, it is slow to open, and you receive the following message:

    Could not load the synchronizations. The download of the specified resource has failed. (0x800C0008)

  • The New Deployment Wizard fails, and you receive the following error message:

    0x80080005. Server execution failed.

CAUSE

Application Center 2000 SP2 will not function correctly after you upgrade from Windows 2000 to Windows Server 2003 until you run the following file:
W2003SrvPostUpgrade.bat
This file is located in the root directory of the Application Center 2000 SP2 product CD.

RESOLUTION

Run the W2003SrvUpgrade.bat file (mentioned in the "Cause" section) on the server.

WORKAROUND

Without upgrading from Windows 2000, install Application Center 2000 SP2 on a new installation of Windows Server 2003.
