SYMPTOMS

If you remove Application Center 2000 Service Pack 1 (SP1) according to the instructions in the Readme file, and then you install Application Center Service Pack 2 (SP2), you may receive the following error message:
Internal Error 25011. 0x00000102, The wait operation timed out.
You receive this error while installing SP2, during the Microsoft SQL Server 2000 Desktop Engine (MSDE) installation phase.

The Ac_setup.log in the Winnt folder will contain entries similar to the following:
MSI (s) (E0:6C): Executing op: ActionStart(Name=SetMSDESecurity,,)
Action 16:29:38: SetMSDESecurity. 
MSI (s) (E0:6C): Executing op: CustomActionSchedule(Action=SetMSDESecurity,ActionType=1025,Source=BinaryData,Target=SetMSDESecurity,)
...
DEBUG: Error 2835:  The control ErrorIcon was not found on dialog SetupError
Internal Error 2835. ErrorIcon, SetupError The program experienced an internal error. If this condition persists, restart the application or contact your support personnel.
Internal Error 25011. 0x00000102, The wait operation timed out.
 The program experienced an internal error. If this condition persists, restart the application or contact your support personnel.
Action ended 16:52:23: InstallFinalize. Return value 3.

A Database Monitor trace will contain the following:
ACTIONS.DLL[WaitForServiceState]: timeout - 0x00000000

CAUSE

This problem occurs because the installation of the QFE813058.exe update (MSDE SP2) on SP1 integrated installations may not be completely removed. This incorrect removal of SP1 prevents installation of MSDE SP3a (SP3a is included with SP2.

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk. To resolve this problem, follow these steps:
  1. Delete the following registry value:
    [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server\Component Set] "InstanceComponentSet.1"="{20F95200-47D6-4CAC-92FF-5F6B29C78F88}"
  2. Install Application Center 2000 Service Pack 2.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article.
