"Unable to Determine System Default Collation" Error Message When You Install Application Center 2000

SYMPTOMS

When you install Microsoft Application Center 2000, setup may be unsuccessful, and you may receive the following error message during the Microsoft SQL Server 2000 Desktop Engine (MSDE) installation portion:
Unable to determine system default collation

CAUSE

SQL Server 2000 and MSDE do not support system locales that are added to the operating system after SQL Server 2000 was released. These include Kazakh, Uzbek (Latin), and Chinese (Hong Kong S.A.R.).

WORKAROUND

To work around this problem, set the system locale to a supported locale during Application Center 2000 installation. Note that some Application Center 2000 displays may not appear correctly.
