Error 27000 or Error 1304 When You Try to Install Microsoft Plus! Digital Media Edition

SYMPTOMS

When you try to install Microsoft Plus! Digital Media Edition, you may receive one of the following error messages:
Error 27000. Plus! Digital Media Edition Installation Wizard cannot complete this installation. No changes were made to your computer. To install Plus! Digital Media Edition at a later time, run the wizard again.
Error 1304. Error writing to file C:\documents and settings\all users\documents\my music\photostory.wpl. Verify that you have access to that directory.
Error 1606.Could not access network location INSTALLDIR

CAUSE

This problem may occur if the Administrators Group does not have write access to the All Users/ Documents folder.

RESOLUTION

To resolve this problem, the Administrators Group must have write access to the All Users/ Documents folder. To give the Administrators Group write access, follow these steps:
  1. Start your computer by using an administrator account.
  2. To open a command prompt, click Start, click Run, type CMD.EXE, and then click OK.
  3. Type cacls.exe "%ALLUSERSPROFILE%\Documents" /G BUILTIN\Administrators:F, and then press ENTER.
  4. When you read the prompt Are you sure (Y/N)?, press Y.
  5. Type cacls.exe "%ALLUSERSPROFILE%\Documents" /G System:F, and then press ENTER.
  6. When you read the prompt Are you sure (Y/N)?, press Y.
  7. Type cacls.exe "%ALLUSERSPROFILE%\Documents" /G BUILTIN\Users:R, and then press ENTER.
  8. When you read the prompt Are you sure (Y/N)?, press Y.

I've already found these directions on the MS website, and it did not work.
