SUMMARY

By default, Application Center 2000 changes the Network Load Balancing (NLB) property Initial Cluster State to inactive. This setting is located on the Host Parameters tab in Network Load Balancing Properties. Application Center 2000 turns off the Active property to make sure that the server can come online.

Application Center 2000 uses Health Monitor to verify that the Initial Cluster is not in critical condition. After Health Monitor has completed this process, the server is brought online to a status by using cluster services.

MORE INFORMATION

Because Application Center 2000 brings the nodes online, the Initial Cluster State property does not have to be set to Active.

When you restart the computer, and after the W3SVC service is started, Health Monitor brings the cluster member online unless you took the member offline before you restarted. This behavior occurs because, in this instance, the cluster service ignores the online request that is generated by Health Monitor.
