BUG: Attempts to Admin Server Without Installing Application Center 2000 Fail with 0x80040154

SYMPTOMS
If you run the Application Center 2000 administration tool and click
Connect or
Add Cluster Member and name a server that is properly configured but does not have Application Center 2000 installed, you may receive the following error message:
Cannot connect to 'servername'. Class not registered (0x80040154)
Note that 'servername' is the name of the server you typed in.
CAUSE
The error message is correct, but does not identify the problem.
RESOLUTION
Install Application Center 2000 on the server you want to connect to or add to the cluster.
STATUS
Microsoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article.

Steps to Reproduce Behavior
- Open the Application Center 2000 Administrative tool.
- Right-click Application Center, and then click Connect.
- Enter the name of a functioning server that is running Microsoft Windows 2000 Server and that does not have Application Center 2000 installed.
You see a dialog box pop up with the error message shown in the "Symptoms" section.
