BUG: ChkOSReq Incorrectly Reports Wrong Hotfix Version If Date or Time Is Set to Other than U.S. Default Formats

SYMPTOMS
If you run ChkOSReq.cmd or ChkOSReq.vbs from the Application Center 2000 Beta 2 CD tools folder, the following is returned, even though the hotfixes have been successfully installed:

CAUSE
ChkOsReq.vbs checks the date and time stamp of each .dll in the hotfixes against a string date and time that are formatted by using U.S. default formats. If you have a system-time format other than h:mm:dd (with a : separator) and AM and PM or you have a system short-date format other than M/d/yy (with / separator), then ChkOSReq reports all hotfix .dlls as shown in the "Symptoms" section.
RESOLUTION
To resolve this problem, you can do one of the following:
- Use the version, date, time, and size information that is printed by ChkOSReq to manually verify the .dll files in system32.
-or-
- In Control Panel, double-click the Regional Settings icon, and then click the Time or Date tab to set the time format to:
h:mm:ss : AM PM
Set the short date to:
M/d/yy /
STATUS
Microsoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article.

Steps to Reproduce Behavior
- Ensure that the Applications Center 2000 required hotfixes are properly installed on your system.
- In Control Panel, double-click the Regional Options icon, click the Time tab, and then set the time format to HH:mm:ss.
- Run ChkOSReq.cmd.
