Cannot Upgrade to FrontPage 2000 Server Extensions on Virtual Server

When you attempt to upgrade the FrontPage 98 Server Extensions to FrontPage 2000 on a virtual server, the message "Upgrade Completed" appears, but the virtual server does not get upgraded and still reflects the FrontPage 98 Server Extensions.
There are multiple virtual servers running the FrontPage Server Extensions and the virtual servers content directories overlap each other. For example:
Virtual Server #1 has content stored at C:\InetPub\Wwwroot.
Virtual Server #2 has content stored at C:\InetPub\Wwwroot\wwwroot2.
Move the content directories for the two virtual servers so that they are not nested. You can do this by moving the content directory for the all virtual servers to the same level as the original virtual server. For example:
Virtual Server #1 has content stored at C:\InetPub\Wwwroot.
Virtual Server #2 has content stored at C:\InetPub\Wwwroot2.
After un-nesting the virtual servers, you must configure Server Extensions for each virtual server.
Microsoft has confirmed that this is a problem in FrontPage 2000 Server Extensions.
When you upgrade the FrontPage Server Extensions, FrontPage checks the higher level directories to see if there is an _vti_pvt\services.cnf file. If this file exists, the Upgrade/Install is stopped and displays the "Upgrade Completed" message.
