Command-Line Tool Cannot Resume a Paused Build

When you use the command-line tool to change the status of a catalog, the
command-line tool is unable to resume a paused build.
The command-line tool is not checking for the status of "paused."
To resolve this problem, apply the latest Site Server 3.0 service pack.
Microsoft has confirmed this to be a problem in Site Server version 3.0.
This problem has been corrected in the latest U.S. service pack for
Microsoft Site Server version 3.0. For information on obtaining the service
pack, query on the following word in the Microsoft Knowledge Base (without
the spaces):
